Why Laws Matter More Than You Think

Riding an e-scooter illegally in Europe isn't just a minor inconvenience. Fines range from €50 in some countries to over €1,500 in others. In Germany, riding without insurance can result in criminal charges. This guide helps you stay legal wherever you ride.

Germany (Deutschland)

Speed limit: 20 km/h | Power: max 500W | Age: 14+ | Insurance: Required (Pflichtversicherung)
Germany has some of the strictest e-scooter laws in Europe. Your scooter must carry a valid insurance sticker (small blue plate) or you risk fines and your scooter being confiscated. Bike paths are mandatory where available. Helmets are recommended but not required.

Czech Republic (Česká republika)

Speed limit: 25 km/h | Power: max 1000W | Age: 10+ (under 15 with helmet) | Insurance: Not required
Czech rules are more relaxed. You can ride on bike paths and roads with a speed limit of 30 km/h or less. Lights and reflectors are mandatory for night riding. No registration required.

Slovakia (Slovensko)

Speed limit: 25 km/h | Age: 15+ | Helmet: Required under 18
Slovakia updated its road laws in 2022 to formally recognize e-scooters. Riding on pavements is prohibited. Bike paths are the preferred route. A reflective vest is required when riding on roads after dark.

Croatia (Hrvatska)

Speed limit: 25 km/h | Age: 14+ | Helmet: Required
Croatia requires helmets for all e-scooter riders. You must use bike lanes where available. Riding on motorways or highways is strictly prohibited. Fines for violations start at HRK 300 (~€40).

Slovenia (Slovenija)

Speed limit: 25 km/h | Age: 14+ | Helmet: Required under 18
Slovenia classifies e-scooters as "small motor vehicles." You must ride on bike paths or cycle lanes. On roads, the speed limit drops to 20 km/h. Night riding requires working lights front and rear.

The Universal Rules

Regardless of country, these rules apply almost everywhere in the EU:
• Maximum assisted speed: 25 km/h (some countries allow up to 45 km/h with additional requirements)
• Maximum motor power: 500W–1000W depending on jurisdiction
• Alcohol while riding: Illegal everywhere — same BAC limits as cars
• Pavements: Prohibited in most countries
• Two people on one scooter: Illegal everywhere
